日前，名为“JAVA II”的网友在新浪微博上贴出了几张关于”网路水军“的资料手册，分别是培训内部资料：“日赚500，月赚2万的高速发帖教程”，发帖报价和人身安全10大准则。
其中，内部培训资料要求“网路水军”的基本要求是熟悉国内外知名论坛、贴吧发帖要求，并能配合水军领袖完成顶贴回帖任务。有论坛版主、贴吧吧主经验者优先升级水军领袖。
工作要求则有几大原则，分别是从速原则，任务如无特别强调时限，默认为8小时内完成；保密原则，为客户保密，不在公共场合谈论客户相关话题；认真原则，回帖不得抄袭其他楼层内容等。
高速发帖教程中，还提及到了浏览器的选择。如PC浏览器中，用Opera和Firefox的是文艺水军，用Chrome的是普通水军；ios版浏览器中，要提高文字输入效率则是首选搜狗手机浏览器；而对于Android版的浏览器则是无硬性要求，但建议用ROOT+搜狗输入法。
另外在发帖报价中可以看到，主流论坛和贴吧的发帖是5毛，普通维护则是另作定价。
而在人身安全10大准则中，第一则就是“出来混，迟早要还的！”。另外，准则中还规定，对外身份是“网路舆情管理维护工程师”；电脑必须安装还原精灵，相关资料存网路硬盘；使用虚拟ID，不透露真实身份，必要时使用VPN或VPS；告密者，永久诛杀；有条件者，更换国籍，必要时外交豁免权会救你。
“‘五毛党’为执政党工作的一个团体居然要秘密运作”
早在2011年9月，湖北浠水县宣传部怎样培训网络评论员的录像，也在网络曝光。该培训中要求“五毛”对突发公共事件，应快报事实， 慎报原因，“正确引导舆论”。并说，互联网已成为“意识形态较量的重要战场”。该视频放在网路上不久就立刻被删除。有评论说，这不是正常的文宣，完全是一 种欺骗。
之后，一份“五毛党”内部会议记录曝光，声称将先专攻中国大陆著名作家李承鹏。会议记录称“群策群力，先专攻一个”、“李承鹏影响力大一些”、“打击李承鹏很合适”。李承鹏曾在博文中揭露“五毛党”，称“派水军是笔仗中很土鳖的一招”。
《南方都市报》在近日报导，广东白云学院在2010年末组建了“学生工作网路舆情信息监控小组”，其后又分别组建了116个微博群和“白云红军”QQ工作群，用于每天对学生微博、贴吧、QQ群网路监控、跟踪，了解其动态。该团队的学生按小时付薪酬，也有人将该团体称为“五毛别动队”。有作家认为，“这就是学生特务组织！”
美国之音的《世界媒体看中国：“五毛党”面面观》中评论，在当今世界，乃至古往今来的世界文明史上，中国的“五毛党”可谓一绝。在一个执政党无比强势、垄断国家政治、司法权力的国家，为执政党工作的一个团体居然要秘密运作，无论是其组织的存在、还是其组织的活动方式和计划，以及为这个组织工作的人的身份都要对外保密。
