大爆内幕：中日海军在钓鱼岛近海到底发生什么事

　　当日本政府人士传出“中国船用导弹发射雷达瞄准日本护卫舰”的消息时，我的办公室里刚好来了几位客人，其中一位还是日本海上自卫队的退役军官。 于是我逮住他就问：“消息没有说明中国的船只是什么船，凭你的经验，应该是什么船？”他说的很干脆：“那一定是中国的导弹驱逐舰，而且应该是新型的。”

　　一个小时后，日本防卫大臣小野寺在防卫省会见记者，说明事情经过时，证实“中国船”是导弹驱逐舰。

日本防卫大臣小野寺，是一个没有军事经验的文官大臣。

　　我们的记者在获悉防卫大臣将举行记者招待会的消息后，打出租车在第一时间赶到了防卫省，也是在第一时间详细报道了小野寺大臣的会见内容。会见结束后15分钟，记者的采访内容就出现在日本新闻网的头条，成为许多中文媒体报道的消息源头。

　　我先来摘取一下日本新闻网的报道：

　　日本防卫大臣小野寺五典于日本时间今夜19时05分，在防卫省举行记者招待会，宣布中国军舰在1月19日和30日，在东海海域，向日本海上自卫 队护卫舰对抗时，曾使用导弹发射雷达瞄中护卫舰和战斗直升机。他说，这种异常事态是迄今为止日中两国海军没有发生过的事，走错一步的话，将会导致重大危险 事件的发生。

　　根据小野寺大臣的说明，1月19日下午5时许，中国驱逐舰的导弹发射雷达瞄准并锁定了从一艘海上自卫队护卫舰上起飞的战斗直升机。30日上午 10时许，中国驱逐舰的导弹发射雷达也瞄准了海上自卫队的一艘护卫舰。他说，由于这种射击用的瞄准雷达周波数十分强，护卫舰当时就拉响了战斗警报。经过海 上自卫队的慎重分析，这种周波数是来自于中国驱逐舰的导弹发射雷达。

　　小野寺没有透露日中两国军舰对峙的海域，他说“这牵涉到自卫队军舰的活动秘密，不适合公开”，但是他承认是在东海海域的“公海”上。并表示，中国驱逐舰和日本护卫舰之间的距离为3公里。

　　小野寺大臣表示，虽然不能推算出这一种异常事态会不会导致武装冲突，但是现场确实十分紧张。

　　小野寺大臣今晚来到首相官邸向安倍首相报告了海上自卫队的雷达分析结果。小野寺大臣表示，安倍首相做出两点指示：一是迅速应该处理此事。二是要通过外交渠道向中国政府提出抗议，要求中国政府今后不再发生如此危险情况。

　　围绕小野寺防卫大臣的会见内容，我们便吃饭边分析“战情”。主角当然是那位退役军官——虽然退役了许多年，如今只是一位评论家。

　　首先讨论的问题是：为什么中国的军舰和日本的军舰会在同一个海域相遇？这个海域在哪里？

　　我们拿了地图做推算，防卫大臣小野寺透露给我们两个信息，一是在“东海”，二是在“公海”，那么，在中国的舰队没有接近冲绳附近海域的情况下， 日本海上自卫队在一般情况下，是不会跑到东海靠近中国一侧的海域去的。那就是说，中国舰队是在穿越冲绳附近公海前往太平洋的半路上，遭遇到日本海上自卫队 的护卫舰。那么，这一个海域也就是日本军舰经常跟踪监视中国出洋舰队的海域，应该在冲绳本岛与宫古岛之间的公海海域（如图），这里依然属于东海范围，但是 属于“公海”。也就是说，中日两国军舰不是偶然相遇，而是日本护卫舰一直在跟踪监视中国舰队。

冲绳本岛与宫古岛之间的海域，是中国舰队进出太平洋的主要通道，属于钓鱼岛近海。

　　第二个问题：这是一支什么样的中国舰队？

　　我们找到了中国国防报的一份报道，1月29日，中国北海舰队的3艘军舰离开青岛。报道说，执行此次训练任务的舰艇编队由导弹驱逐舰“青岛舰”、 导弹护卫舰“烟台舰”和“盐城舰”组成，并随舰搭载三架舰载直升机。这三艘军舰均为中国海军主力战舰，其中“青岛舰”曾于2002年完成海军首次环球航 行。据悉，该舰艇编队此次将途经黄海、东海、宫古海峡、西太平洋、巴士海峡和南海等海域。蛇年春节期间，舰艇编队将在大洋上度过。

　　根据航行的时间计算，日本防卫省公布的中国军舰导弹火控雷达瞄准日本护卫舰的时间，是31日上午10时许，这个时间应该是北海舰队抵达冲绳列岛附近海域的时间。也就是说，向日本护卫舰瞄准的是北海舰队的军舰。

中国导弹驱逐舰“青岛舰”

 　　用iPad上网搜，居然发现凤凰卫视报道说这样一条消息：“1月31日10时许，中国海军舰艇编队导弹驱逐舰青岛舰，导弹护卫舰烟台舰、盐城舰，按预定时间通过宫古海峡，进入西太平洋海域，开展例行性训练。这是2013年度中国海军首次在岛链外进行军事训练活动。”

　　今夜，日本防卫省公布的他们拍摄到的中国军舰的照片，显示的第一张照片，是导弹驱逐舰“青岛舰”。

　　第三个问题：现场到底发生了什么？

　　我说，中国的导弹驱逐舰与日本的护卫舰相距3公里，这是一个什么距离概念？评论家说：海上没有障碍物，因此这一个距离虽然是3公里，但是感觉上是一个很近的距离。

　　中国舰队通过宫古岛海峡时，日本海上自卫队都会派出护卫舰进行跟踪监视，因此这一次也不例外。但是，为什么会出现中国军舰要启动实战火控雷达来瞄准日本护卫舰这样的情况呢？

　　退役评论家分析说，第一，应该是中国的军舰在通过宫古岛海峡时感受到了某种重大威胁。这种威胁是来自于海面上的日本护卫舰，还是来自于海底跟踪的日本潜艇或 美国潜艇？防卫大臣是支支吾吾，什么也不肯说。中国军方估计也不会公布，因为公布的话，会暴露中国海军的某一领域的探测能力。但是可以肯定，现场的紧迫情 况迫使中国军舰采取了“致命”的手段。第二，可能是中国舰队采用冒险的实战火控雷达瞄准，来测试日本海上自卫队的紧急反应能力，或引诱日本护卫舰先行开 火。

　　第四个问题：导弹火控雷达锁定日本护卫舰意味着什么？

　　一般的导弹驱逐舰上装备的雷达，按照作战程序，有水上雷达、对空雷达和射击管制雷达（火控雷达）。启动火控雷达，那就是实战状态。

　　评论家说，日本防卫省承认海上自卫队的护卫舰“夕立”号遭到中国军舰火控雷达数分钟的瞄准，而且是出于一种“被锁定”的状态，这意味着什么？意味着中国军人只要碰一下发射按钮，导弹就会腾空而出射向“夕立”号护卫舰，一场武装冲突拉开序幕。

　　“根据常规，火控雷达锁定目标2秒钟，就可发射导弹。日本护卫舰被锁定数分钟，那是太可怕了。”评论家说。

　　那么，在被锁定的数分钟内，日本的“夕立”号护卫舰是作如何应对？用防卫大臣小野寺的说法，是“现场十分紧张”，并拉响了战斗警报。

　　军舰被“敌方”的火控雷达锁定，就好比手枪指着眉心，面临的只有2个选择：一个是在遭遇攻击前率先反击，另一个是举手投降。

　　日本防卫省承认自卫队组建半个多世纪以来，从来没有遇到过这样的险情。在这几分钟的时间里，舰长做出了什么样的抉择？给全舰下了什么样的指令？是否向司令部作了汇报？海上自卫队司令部有没有给 “夕立”号下达“禁止还击”的指令？

　　一切都是谜，估计谁也不会公开当时的紧张过程。包括那架战斗直升机在遭到火控雷达瞄准时，面对“即将遭到导弹攻击”的红色警报的鸣叫，没有任何实战经验的飞行员是如何惊慌失措？都只有其本人才知道。

　　抗日战争结束60多年来，中日两国海军第一次面对面进入实战状态，这还是第一次。日本护卫舰最终选择了“求和”，紧急改变航向实施回避。中国导弹驱逐舰也没有按下发射按钮，一场可能发生的武装冲突，终于获得避免。

日本各大电视台今夜纷纷报道这一消息

　　只是不清楚，事情发生好几天，日本政府为什么要拖这么久，才最终决定选择在今夜发表这一重大消息？而且发表的时间选择在傍晚6时后。

　　我们注意到，今夜6时半起，中国驻日本大使馆邀请日本七大日中友好团体主要成员共150人，到中国大使馆参加中国春节的新年会。对于中国大使馆 来说，是第一次举行这样的活动。对于日本社会来说，这是日本亲中势力的一次大集合，而且是在中国大使馆，集合的人群中，包括日中友好议员联盟会长高村正 彦、刚刚访问了北京的日本公明党主席山口那津男，包括日本财界数十名企业大佬。

　　也许有人对此感到不爽。

李克强女李源潮子 新一代太子党涌美国留学

     　　从第二代领导人邓小平，到第三代核心人物江泽民，再到第四代胡锦涛，直至现时的第五代无不如此；故习近平「召女回国读书」若属实，必定震动中共政坛。
   
    　　且不论已「学成归来」的太子党们，迄今仍在美国就读的中共「党和国家领导人」级别政要的后代，就有候任总理李克强的女儿、候任国家副主席李源潮的儿子、全国政协主席贾庆林的外孙女、前中纪委书记吴官正的孙子、外交部长杨洁篪的儿子等；其他省部级高官更多不胜数。有舆论戏称，若美国名校开家长要求家长一定到场，中共政治局很可能无法同时开会。
   
    　　另外，重庆前市委书记薄熙来之子薄瓜瓜，现仍在美国修读法律，薄熙来案件看来并没影响他在美国的生活。
   
    　　《华盛顿邮报》曾报道指，这些太子党们在美国就读的都是收费贵昂的名校，每年数万美元的各种费用，太子党们留学费用来自哪里？只能令人联想到中共官场严重的腐败问题。
   
    　　中共中央党校教授林喆指，目前全国各级党政部门约有118万「裸官」，他们把老婆孩子送出国，自己一个人在国内做官，「能捞就捞，能贪就贪，一看风头不对，脚底抹油熘之大吉，跑到外国家庭团聚、合家欢乐」。她唿吁要从严管制这些裸官。

【陈思敏】浦志强没事 周永康有祸

 【大纪元2013年02月09日讯】“支持浦志强律师！中国必须告别黑老大周永康！”就在新年前夕，讨伐周永康的声浪再起。

6日上午国内的三大微博网站上，赫见北京著名的维权律师浦志强，实名举报“祸国殃民”的政法委前书记周永康：“秉政十年，竟然荼毒天下，实民贼也！”虽然三大网站的举报博文，先后被删，但已经引发众鸣与群起声讨。另外，浦志强的人也没有“被喝茶、被旅游”，他还亲自告诉大纪元的采访记者：“我很好，什么事都没有”。

打从重庆事件爆发以来，要往上究责政法委周永康的舆论，一波接一波，从未停止。不但没有停止，在十八大后，还一波高过一波，而且高层也开始以实际行动回应。

去年十八大后，政法委被降级，周永康被去职，公安系统频改组，至年底，北京久敬庄的截访黑监狱被一清而空。今年在南周毙稿事件之后，反腐大刀砍向劳教所，当局突击叫停55年的劳教制度，全国跟进着手劳教制度的改革。紧接着多个省地的司法系统大洗牌，包括河北省在内的高法高检一把手同时换手操作。在上月底，高层又收回武警部队的管辖权。以至日前（5日），云南抢在广东之前，成为全国首个叫停劳教审批的省份；而同一天的北京朝阳高院，也做出司法对截访人员的首次宣判。

回顾去年此时，如果王立军没有演出夜奔美领馆一幕，按周永康的原定计划是要在中国新年后，先通过海外媒体制造对习近平的不利言论，再于十八大运作薄熙来接替自己续掌政法委，然后于习就位的二年内伺机而动拥薄篡位。但谁晓得挟密背叛的王立军引爆重庆事件，不但曝光周、薄二人的政变未遂，更揭开政变的核心动机与最终目地，是畏罪畏死的江泽民为延续对法轮功的迫害而图谋夺权的自保。

但重庆事件的真相，其中最教国际社会怵目心惊的内幕，莫过于王立军首创的死刑注射研发，还有让劳教所变异为活体内脏供应库的器官活摘，以及大连人去楼空的尸标制作与尸体展售的尸变工厂。而有关军医体系活体摘除法轮功学员的器官用于移植手术牟利，《大纪元时报》早在2006年就独家率先披露：据相关人证物证事证显示，在江泽民违宪发起镇压法轮功的第二年（2000年），就已经开始活摘的罪行。而周永康掌握的政法委与非法机构610办公室，正是行凶迫害的最前线。

浦志强律师认为：在周永康权掌政法委这十数年期间，中国的社会矛盾没有一项真正得到了解决，比如六四问题，法轮功问题，强拆强迁所引起的公平和秩序问题等等。

但事实上，若不先正视并处理法轮功问题，中国的其他问题也没有一件会被处理好。原因显而易见，不论政法委还是劳教制度，都被周永康与江泽民用做迫害法轮功的工具，以致暴力维稳与劳教制度对中国人权的重度侵犯，也就是江泽民对法轮功迫害的扩大与延伸。看看重庆的“黑打”不就是如此，若非周永康以政法系统权充后盾，薄熙来与王立军岂能只手遮天？再看看此刻还在劳教所受到劳力压榨与身心酷刑的法轮功学员，整个社会要如何走出迫害的阴影？

值此新年之际，浦志强律师亦不免感叹：周永康秉政十年，凭添太多的人间惨剧与悲欢离合，实为民贼。既是民贼，国之当除。

网爆吴邦国卸任前再与中央对抗 不断因薄案被警告

【大纪元2013年02月09日讯】（大纪元记者骆亚报导）2月8日，微博上流传一则惊人消息，称人大委员长吴邦国近日罕见表达，公开质疑薄案，并表示对整个事件决定根本不知情，有人绕过人大用党的程序硬性仓促定案，人大因此非常不满意。吴邦国之前也曾经因为薄案多次遭到警告，网络上有民众认为如果吴邦国卸任前这个传闻是真的话，不排除吴邦国因此而再遭更严厉的警告。

微博现吴邦国罕见为薄案表态

2月8日下午近5点，新浪微博名“正义东”发表了一则微博消息说：全国全国人民代表大会常务委员会委员长吴邦国近日罕见表态，公开质疑薄案，吴邦国说：“然而整个事件决定我们根本不知情，有人直接绕过人大用党的程序强行硬性草草仓促定案，用党的权威而不是人大的法定程序取消他的人大代表资格，我们非常震惊，我们人大非常不满意”。

微博名叫“正义东”的人，并没有什么笔墨介绍自己，只是简单说江西人。从其微博上的言论和自己头像用薄熙来做代表，定是薄粉无疑。

有不少人转发他微博的同时表示求证。而北京的施晓渝回应表示，吴邦国这讲话是否是真的我们不知道，但从浦志强最近高调倒康师傅，李庄被请进人民网、新华网作报告，公众媒体大势为李庄造势来看，高层的争论肯定很激烈，左翼可加强交流，制造舆论压力，特别是利用谷妈妈探望女儿这是，或可打开民主法治的缺口。

而网民乐嘉回应表示，都说薄熙来的智囊黄奇帆能够当这么长时间的不倒翁，都是吴邦国罩着，怎么吴又要罩薄了？总觉得可能性不大，毕竟连周都被薄拖累得自身难保了。

网上有评论认为，吴邦国之前数次因为薄案遭到警告，如果这次吴邦国卸任前再为薄案如此发声，将遭到习近平政权较之前更严厉的警告。

薄下马之初北京需各方站队表态 吴邦国被“警告”

早在去年薄熙来落马后，北京需要各方站队表态。当时北京有消息指称，吴邦国已经受到中央的“警告”。去年4月13日，北京有消息称，李长春和贾庆林反戈，在倒周永康问题上“听吩咐”。据知情人士称，现在中央已经要求所有常委对薄熙来和周永康的问题表态，吴邦国已经受到“警告”。

与此同时，4月6日，海外网站曝“家族资产在重庆的原来是吴邦国”，文章概括介绍了吴邦国的家人如何在重庆“大发其财”，以及吴邦国和黄奇帆之间不同寻常的关系等。在此之前，吴邦国经济上的丑闻几乎难以在网络上找到。

黄奇帆被双规风声传出 疑为警告吴邦国

而去年7月，海外中文网报导曾放风称消息人士透露黄奇帆18日被双规。但官媒19日报导黄奇帆露面。而据香港媒体之前的报导，黄奇帆是吴邦国的“小兄弟”，外界分析认为此放风或是“警告”吴邦国。

之前曾有港媒报导，重庆王立军事件后，黄奇帆被贺国强紧急传召进京汇报，遭到严厉批评。随后令其即刻飞回重庆。即便在如此紧张之下，黄奇帆也仍匆匆拜见了自己在常委会内的“后台”吴邦国。两人见面谈了不到二十分钟。吴邦国大致听了事件经过，便向他承诺到时会为他说话。

黄奇帆据称完全是吴邦国的人，既是吴邦国的马仔，也是他的幕僚。1983年，吴邦国成为上海科技工作党委书记兼市委常委，把黄奇帆调到市委整党办公室工作。吴邦国当上上海市委副书记的时候，又将他升为上海经济信息中心主任。吴邦国调到中央以后，还专门将黄奇帆借调到中央办公厅工作（1994年10月到1995年5月）。

据说吴邦国曾经跟人夸奖过黄奇帆，说他有“总理之才”，可见黄奇帆在吴邦国心目中的地位。

北京官场传吴邦国收藏名表 “表哥”事件有所指

中共十八大后，薄熙来事件悬而未决。而此前陕西“表哥”杨达才在大陆网络热炒，北京高层观察人士大都认为此次偶然事件背后有高人策划。策划的最主要目的是要挖出与薄熙来案件有千丝万缕联系的“表大爷”吴邦国。

随着陕西“表哥”事件余波未息的时候，海内外多个媒体在报导西哈努克去世时，罕有的翻出吴邦国2004年会见西哈努克的旧照作组图。其中吴邦国伸手请西哈努克就坐，其手腕的表占据显眼位置。当时香港《争鸣》杂志报导北京官场人士透露吴邦国04年会见西哈努克时，戴的金表相信或值六十万。

而京城官场有一种说法，与“表哥”杨达才及杨达才的直接上司、省委副省长、被封为“表叔”的李金柱相比，吴邦国就应该是“表大爷”。

多维新闻：王毅或将出任中国外交部长

【多维新闻】据可靠消息向多维新闻透露，中国国务院台湾事务办公室主任王毅或将出任中国外交部长，而现任外交部部长杨洁篪将接任戴秉国出任国务委员。

王毅与现任外交部部长杨洁篪不同的是，杨洁篪曾任驻美大使等，是一个“美国通”，而王毅可谓是个“日本通”，曾为驻日大使，并在朝核问题六方会谈中担任中方代表团团长。不仅曾历任中国外交部亚洲司司长、外交部部长助理，当年是外交部最年轻的副部长，还是外交首脑任台办主任的首例。

“日本通”曾临危受命

2004年王毅以副部长级别被派驻日本。离开北京前，王毅用“克尽职守、报国为民、开拓进取和不辱使命”概括了自己的心境。王毅此时出使日本，被认为是“临危受命”。外界对王毅的关注，原因有二：其一，他已是外交界的明星——作为朝核六方会谈中国代表团团长，他所表现出来的大将风度令世界瞩目；其二，他是“日本通”，而当时中日关系正处谷底，中日官方与民间摩擦不断，高层互访中断，两国关系步入僵局。后在王毅任驻日大使期间，当时新当选的日本首相安倍晋三随即访问了北京，为两国关系破冰解冻。

王毅曾指出，中日两国关系存在许多问题，缺乏相互了解是症结所在。以日本来说，很多人对中国人如此看重历史感到不解。而以中国而言，媒体强调的仅是小泉参拜靖国神社给中国人带来的伤害，而少有人去注意小泉在卢沟桥的反省表态、SARS期间日方对中国的援助，以及关于“中国不是威胁”的讲话和在台湾问题上的慎重。在大问题上排除障碍，在媒体间和国民间增强互信，是解开“中日死结”的双管齐下之策。

外交首脑任台办主任首例

2008年6月王毅调任中共中央台湾工作办公室。就北京的对台人事布局而言，在王毅正式进入之前，外交系统背景的官员参与和进入对台决策和执行体系的也不乏其人，但外交系统背景官员担任中共中央台办、国务院台办主任，王毅却是首例。

当时普遍认为，两岸融冰之后，在两岸双方均愿意在九二共识基础上，一个更接近两岸关系客观实际、更能体现实事求是的对台政策新思维，已大致上准备就绪，两岸新的政治博弈也已经展开。让外交系统背景的高层直接进入两岸关系的实际运作过程，或许是落实对台新思维、减少内部阻力的一个良性开始。对王毅进入国台办系统，只有在这样一个大背景下作出冷静的解读，才能逐步理解它的煞费苦心和特殊意义。

王毅的岳父钱嘉东曾是周恩来的外事秘书，后来担任过中国驻日内瓦大使，是1983年中国第一次向日内瓦派出了专门负责裁军事务的首任“裁军大使”。王毅毕业于北京第二外国语学院日语专业，1989年至1994年，曾在中国驻日使馆担任参赞和公使衔参赞，可谓是“日本通”。2001年不到50岁的他成为外交部最年轻的副部长。王毅被认为是中国“新派外交官”的代表人物之一，被寄以厚望。王毅被认为是既坚持原则，又保持适当的灵活性；在代表国家利益和形象的同时，也可发挥个人智能和魅力。

有分析人士指出，虽然从履历上看，王毅较为缺乏欧美工作背景，但中共已经决定3月政府换届后，由崔天凯任驻美大使，他深谙国际及亚太热点议题，如朝核问题、南海和钓鱼岛问题等，尤其对中美关系以及美国“亚太再平衡”战略颇有见解。而当下中日关系因钓鱼岛危机再次跌入冰点，美国也因此被动进入三方缠斗，在这样的大背景下，王毅和崔天凯的搭配会将是一个Teamwork，各自发挥所长。

港媒：梁振英控報章誹謗系因北京

【希望之聲2013年2月8日訊】港媒認為梁振英以發律師函應對事件並不恰當。

香港特首梁振英向《信報》發律師函的事件引發輿論嘩然，香港多份主要報章周五（8日）紛紛報道並對此作出評論。

此前一天，《信報》總編輯陳景祥證實梁振英以個人名義向該報發出律師函，要求撤回該報知名評論員練乙錚於1月29日發表的評論文章。

這起消息除了惹來泛民主派人士批評梁振英打壓新聞自由，香港「親中派報章」對此事件的反應相較以往也顯得較為高調。
「政府還擊」

被認為立場較親近中國官方的《文匯報》周五罕有地以「律師信捍衛名聲，政界撐特首維權」為題，以一整版篇幅報道了有關事件。

該報評論甚至大肆抨擊練乙錚「作為新聞從業員，卻一貫不顧新聞操守、信口雌黃、肆意誹謗、人品低下」，還稱「這種新聞從業員的異類、敗類，應受到譴責」。

香港媒體曾被指稱有「逢政府必反」的風氣，《星島日報》報道引述梁振英政府人士表示，現在已進入了新遊戲規則的年代，政府不能一直捱打，須在有需要時作出「還擊」。

《蘋果日報》當天也以兩大版篇幅報道了香港社會對這起事件的反應，批評梁振英「搞白色恐怖」、「激起各界聲討」，並指出由政黨發起的「歡迎特首告我誹謗」運動「一呼百應」。

報道引述商界消息人士表示，由於北京當局注意到練乙錚的文章，認為影響中央形像，梁振英發律師信是為了「向北京交待」。

《信報》報道也引自由黨榮譽主席田北俊質疑稱，梁振英是因為北京留意到練乙錚的文章才嚴肅處理。

梁振英自上任以來是非不斷，繼此前因住宅涉及違章建築遭遇誠信問題，這起最新的事件又引起外界質疑其領導能力。

《蘋果日報》評論言辭激烈地表示：「只有他早一日交出竊據的行政長官之位，香港的新聞自由、言論自由才能早一日擺脫厄運。」

不過，《明報》社評分析說，練乙錚文章提出的說法指稱梁振英「涉黑」之後，對內政及對外事務作出質疑，實際上是把「假設性陳述及分析」演化成真實指控，卻拿不出任何事實根據。

但評論同時也認為梁振英在此事上以發律師函應對，取態並不恰當。

《信報》當天評論「高度警惕法家治港」則指出，梁振英最令擔心的傾向是「把英國人講的法治理解成中國古代法家的「以法治港」，這比大陸領導人講的「依法治國」更差了一個檔次」。

評論員邵力競認為，社會一直執著於其違建問題是「放錯焦點」，「現在梁振英的問題，事關他的政治判斷力和包容力，是領導能力的「重中之重」」。

他揶揄道，梁振英曾在競選特首期間被媒體戲謔為「狼」，「現在看來，梁振英的手段不過爾爾」。

誠信問題已非要害，梁氏涉黑實可雙規

重磅反水「梁粉」劉夢熊上周在《陽光時務週刊》的一個訪問裏投了一顆重磅深水炸彈，震撼之餘，不少不可告人的東西，瞬即浮出水面，呈現在大家眼前。即時引導公眾視線的，是劉說的「交人」問題，即梁及其軍師張震遠交不出當日梁稱受他委託替他驗屋查僭的專業人士名單，因為那些驗樓專其實都是子虛烏有。劉認為這是點到梁身上誠信問題的死穴。

不過，孤證不立，未有更多有關事實暴露之前，大家不妨存疑。況且，經過大半年來的各種公開表演，梁在僭建事上欠缺誠信，早已是不爭之實，捅出「交人」問題，港人的邊際收益，頂多是知道貴為行會成員的張震遠乃是協助梁欺騙市民、欺騙中央的共犯而已。

然而，劉在該次訪問中和盤托出的，至少還有比「交人」這點或其他枝節問題重要得多的另外兩組信息。這些信息與劉的主要立論並無必然關係，劉這個「準污點證人」在此二環節作假的動機不強；而且，信息涉及的兩位大人物，至今並無公開否認事件具體內容，因而比較可信。兩組信息，其一暴露了紅色背景梁氏政權的不斷黑道化。去年，梁營在劉夢熊牽頭、有前高官「梁粉」參與的「上海仔飯局事件」之後，迅速在形象上與黑勢力切割，相當成功；不料，前不久的挺梁反示威中，出現黑道派錢計人頭的醜劇，傳媒報道人贓俱獲，梁政權的切割努力，就不顯得那麼有效。這次劉提供的有關信息，更令梁與黑道之間的盟友關係無法掩藏。其二，則是因為劉把董建華擺上枱面，致令唐梁之爭背後金權板塊的政治輪廓，忽然變得清晰。下面先談後者。

梁營後面的政治勢力，到底是團派、江派，還是什麼派？這個問題一直以來說不清，連本地左派也摸不着頭腦，以至到了「選舉」很後期，還不知道怎樣押寶。

當初，港人以為特首大位乃「儲君」唐氏囊中物，不期殺出一個程咬金，出現唐梁對峙局面，而雙方背後各有其金主，盡皆擺明陣勢，並不遮遮掩掩，港人於是漸次明白，這是要保住一哥地位的一線財團與欲取而代之的二線財團之間的一場你死我活攻防戰，而絕非北京為了準備若干年後搞普選而設的一次彩排（後一觀點已成政治笑話）。不過，在香港特定的政治環境底下，特首由誰當，一定深刻牽涉京港之間的「大政治」。在這些本地金主旁邊，還糾合了極具份量的京官及其黨內關係網，再加上這些京官的經商家族成員把持的大大小小紅色財團，組成一個一個的政商三結合；這次特首「選舉」，其實就是最大的兩個這種由本地金、內地金、京官權三者構成的金權板塊之間的政治鬥爭。由於北京政治素來不透明，金權板塊的「權」那一面如何與黨內最高層的派系掛鈎，港人無從確切知道，只能根據當時的一些已知事實大略推測：唐家與上海幫首領江澤民關係密切，因此唐後面是江派勢力；梁營聲聲「求變」，撐腰的可能是有改革傾向的團派居多。現在看來，這個當時很普遍的二分法錯得很厲害。關鍵是劉夢熊在訪問中提到董建華。

過去，董氏給人的印象是個好好先生、老好人，中國好、香港好，除了民主派，其他什麼都是好，並無明顯派性；唐、梁二人，當時都是他的重臣，董氏對待二人，理應無分軒輊。然而，劉在上述訪問竟無意中透露了董氏的強烈派性。董支持梁，政界早有所聞，但劉提供的信息顯示，董這次不是簡單的表表態支持，而是全情投入、死命支持。他對劉說：「夢熊，你支持梁振英，做得很好！有你幫振英，我就放心了！」董不支持老同鄉唐氏，顯然不是因為唐搞僭建暴露了。此說的證據是：後來梁被發現也曾多次偷偷搞僭建，董卻顧不了以前曾經公開要求主要官員注意品德必須「whiter than white」，關鍵時刻奮不顧身站出來替梁脫困，着港人勿拘小節、向前看。董氏此舉降格敗德不是重點，重點是證明了梁營背後也是江派；繼江握手之後還有這個江點頭。

董氏下台之後，本應小心謹慎，脫離所有政治派別，專心一意為國家做外交方面的實事，以彌補一己過失；但這次再以江派身份積極干政挺梁，被劉無意中暴露了，也許會觸怒胡、溫、習，再惹麻煩，實屬不智。

唐、梁惡鬥而同屬江派，此點並不稀奇；歷代帝皇膝下有幾個兒子不和、各擁重臣黨羽互相傾軋的例子多的是；就算是毛時代，他下面派系也廝殺不斷，何況江氏？江上台之後，改了黨章，大批黨員成為資本家，他眾多的手下、親屬，挾着黨國權力、資源和關係到香港覓食，泊哪個碼頭媚哪個金主，他無謂管，也管不着。

既然梁後面是江派而非團派，那麼他的政治前途在習近平上台之後就充滿變數。大家知道，董是江欽點上台卻給胡錦濤即團派打下來的；胡、溫對梁這位江點頭，大概也沒很大好感，故梁得勝後首度上京面聖那次，胡、溫對他的態度半慍不火。若習上台而在江派與團派之間和稀泥，梁也許不難保住特首之位，做到2017。但顯然，年來的情況並不這樣發展；薄熙來事件之後，江派與團派惡鬥，習很快站到團派一邊。團派多次高調提反腐，江派掌控的《環球時報》卻推出「適度腐敗論」，主張政府教導民眾養成接受「適度腐敗」的心態，以確保管治穩定；但習一上台，甚至不等今年３月兩會召開，就把反腐工作提升到首要地位，聲稱「老虎」、「蒼蠅」一起打，也順帶打了《環時》一巴掌。留意國內政治動態的人，還可以舉出多個類似的事例，說明江、習互鬥，刀光劍影；最近的一起，無疑是轟動國內外的「《南周》事件」。《南周》元旦獻詞支持習提出的「把憲法落到實處」的口號，卻被江派中宣部官員粗暴抽起；雙方最後打個平手，江派在輿論方面卻輸一大截。在香港，力推梁氏上台的中聯辦兩個領導，於去年底忽然倒台，一個下放廣西，一個官貶澳門。兒皇帝頓失牯持，形勢如何，他自己知道。下一回梁到中聯辦，要叩見的，是一個比他年輕一大截的小伙子，真是情何以堪。

然而，更令梁氏不安的，無疑是替劉夢熊爆料的媒體《陽光時務》，據說與《南周》同一淵源，都有胡、溫、習的背景；大家若拿《陽光時務》訪問劉夢熊的原文看看，便可知道，堂堂一個香港特區行政長官候選人，得到「江氏紅」中聯辦的點頭去馬之後，是怎樣「斥之乞來」、「呼之不去」，怎樣誠惶誠恐，怎樣卑躬屈膝打哈哈擺和頭酒，最後得到黑道百分百支持，神一樣替他撐住了比唐氏高的「民意」，讓當時的中聯辦領導得以「名正言順」抬他上位。是屆香港特區行政長官，可說是紅色父系與黑色母系結合的產物。

不過，北京當時的最高領導（胡、溫）不一定知道梁靠之上台的「民意」，背後原來還有這麼一筆。劉夢熊指梁氏犯欺君之罪，主要恐怕不是他說的「三個專業驗樓人士都是子虛烏有」那一條；的確，僭建對北京而言，正如劉說，「小菜一碟」而已。真正嚴重的欺君罪，乃梁氏暗地裏炮製了一個帶有廣泛欺騙性的「黑底民意」——技巧高得連本地一份高格調的知識分子報的高層，也給糊弄得暈頭轉向；而這個「黑底民意」，可能在北京作最後決策之時，起了作用。這是大得多的欺君罪。

香港有了這樣的一個怪胎特首，人們心中肯定產生很多疑問：特區政權往後的性質是什麼？今後五年，黑道將如何透過特首的回禮，悄悄影響香港政治、社會、經濟？港人忍受得了？稍有良知的本地左派接受得了？（工聯會就有點受不了，認為「幾醜陋」；民建聯急急打圓場，看來還吞得下；一眾政府內外的「梁粉」新愛國則若無其事。本應最懂得「君子不立危牆之下」這條德訓的前高官如羅范、葉劉，第一時間替梁氏擋駕；精英中的精英猶利令智昏如此，可問是什麼世道人心了？）國際上，中國出了一個關鍵時刻靠黑道資源上台的特區首長，別的國家如何看待？梁氏外訪的時候，與別的國家、地區首長同席之際，別人會有些什麼眼光？（新加坡和英國已經在鄙夷；台灣的民進黨肯定是笑死了。）不過，笑罵由人，政治上最關鍵的是，新上台、據說要推一番清廉新氣象的習近平，如何看待這潭江派遺留下來新鮮熱辣上海屎蘇州屎？受得了受不了？他若受得了，本國人民、港人會怎樣看他「海涵」一個染黑特首？外國政要又會怎樣看他的魄力、取向？回想解放前的國民黨，由最高領導蔣介石起，都黑道化了，怎麼現在梁振英也同樣黑道化？香港在共產黨員領導下回歸到萬惡的舊中國去了？

兩組信息，兩個結論：其一說明梁營是江系裏頭的一個派別（而且只是一個少數派別，得不到香港的一線資本家支持，小圈子裏頭的千二票，靠了中聯辦擔當「黨鞭」，還不過佔了689）；其二揭露梁氏取得政權，一半靠黑道，未來的香港社會各方面必定因而逐步染黑。跟隨梁氏進入本屆政府的人，要知道自己在吃的是什麼飯，吐出來看看是什麼個顏色，就會明白（頗令筆者難過的是，這些人當中，不少是筆者以前的朋友、好友、學生。）。

由大陸什麼派的人管治香港，對港人而言，分別也許不大；國內外很多人都認為江派是中國當今李鵬那派之外的另一最大貪腐派別，但說到底，大家還不知道習與江在本質上有何區別。光說話不算數，還要看得見他怎樣行事。另外一方面，香港黑道化，則香港有難了。當然，有可能劉夢熊也在此事上說謊；故首先應該在事實上嚴格求證。允許立法會以各種有效機制向三個涉黑助選當事人套取材料是一個辦法，但其實效勢將因為保皇派的阻撓而大打折扣。此外，因為當事人都是政協要人，不排除還是黨員，組織上因而都直接受共產黨領導；由中共中央循黨系統對這幾個以梁為首的涉黑當事人在大陸某處進行「雙規」，也許是一個更有效的清查途徑。但那要假定習近平是一個有所作為的人。

【禁闻】周永康在劫难逃!? 传李春城招供

【新唐人2013年02月09日讯】日前有知情人士向海外中文网站透露，被双规的四川省委副书记李春城，供出了很多前政法委书记周永康的犯罪事实，为逮捕周永康提供了直接证据。而中共新一届领导习近平决定对周永康动手。种种迹象表明血债累累的周永康在劫难逃。

李春城是中共前政治局常委周永康的嫡系人马，早在去年12月李春城被双规后，习近平把李春城当作〝反腐〞的典型开刀，外界认为，其实习近平剑指周永康。

据《泛华网》的消息指称，李春城供出了很多周永康的犯罪事实，为逮捕周永康提供了直接证据。报导说，习近平接管军权的过程极为顺利迅猛，已经没有了后顾之忧，终于决定提早对周永康动手。

有消息透露，李春城是周永康和他儿子在生意场上的最大帮手。周永康儿子在石油、地产以及投资四川信托有限公司等的商业利益，李春城贡献最大。

1月29号，习近平视察武警部队时，向武警全员释放出收归军委领导的信号，强化了他对武警部队的控制权。武警部队过去一直受周永康把持的政法委系统控制，中共军委难以插手。

时政评论家蓝述指出，中共第五代领导人一上台就拿李春城开刀，是薄熙来案件的延续，目地是擒拿周永康等血债势力。

时政评论家蓝述：〝因为中共高层怎样处理薄熙来问题上达不到统一协议，肯定是江派和周永康不愿意让中共内部派系深挖薄熙来问题。我们应该可以看到今天的北京高层已经在考虑，将来在三、五年以后的后路了，所以他必须在处理薄熙来问题上，要做出一个在将来改旗易帜之后有可能说的过去的交代，而这个交代是江系和周永康不能接受的。〞

蓝述认为，〝十八大〞上提出〝不走改旗易帜的邪路〞，说明〝改旗易帜〞、抛弃共产党，在中共高层已经酝酿了一段时间，但是因为五世同堂的利益角逐，导致没有通过。

蓝述：〝如果共产党一旦改名了以后，那么共产党统治下的受害者再去告共产党的，可是手上有血债的人他们是跑不了的，所以不管你是贪污国家钱财也好，强奸妇女也好，镇压法轮功、活摘器官也好，这些人都是统统跑不了的，所以这些人最不愿意改旗易帜。〞

北京著名维权律师浦志强日前实名举报周永康祸国殃民，受到海内外广泛关注和支持，目前浦志强的微博帐号遭到删除，不过浦志强在回应《大纪元》新闻网采访时表示，他目前安全，还没受到压力。

旅美华裔雕塑家陈维明，曾在叙利亚战场与当地民众向独裁开火。他认为，现在中国社会有越来越多的人站出来对抗专制政权，这是好事，不过，需要更多的人出来才有希望。

旅美华裔雕塑家陈维明：〝浦志强都是英雄，我这次去叙利亚的经验，他们面对独裁政权的开枪镇压，监狱牢狱之灾，他们不是恐惧，他们是勇敢的站出来，拿起枪来战斗。中国人民现在律师维权，非常勇敢，越来越多，其他的中国人也会效仿，恐惧的心里就会越来越少，专制的基石就会开始慢慢动摇。〞

大陆维权律师李向阳：〝中共反人民这个本性，不仅从周永康身上，政法委身上体现出来。可以这么说，周永康、政法委这种行为代表了当下社会的邪恶、黑暗。中共专制一天不改变，中国人民的灾难一天都不会结束。〞

大陆维权律师李向阳说，他作为维权律师，看到周永康十年来通过强拆、维稳、计划生育、黑监狱、劳教等方式，制造出来的冤假错案〝罄竹难书〞。

New Confessions: Will Zhou Yongkang be Arrested?

Recently, inside sources informed Chinese websites abroad,
that former Sichuan vice secretary Li Chengcheng confessed a lot of criminal facts about Zhou Yongkang.
Zhou is a former secretary of the central
Political and Legislative Affairs Committee (PLAC.)
These facts provided direct evidences
for arresting Zhou.
The new party leader Xi Jinping has also decided to go
after Zhou. Evidences show Zhou can’t escape legal actions.

Li Chengcheng is one of Zhou’s political cronies.

In December last year, Li was “detained and interrogated,
and Xi looked on that as a typical anti-corruption case, thus the outsiders thought Xi’s aim is Zhou.

According to FanHua network (Note from PanChinese: It should be panchinese.blogspot.com), Li confessed many criminal
facts about Zhou, providing direct evidence for arresting him.
The report said, the process of Xi’s taking over the military
power was very smooth and he had no obstacles in it.
Now, when the rest was taken care of, Xi seems
to have decided to turn his attention to Zhou.

According to sources, Li is the key figure
in Zhou’ and his son’s business.
Li contributed significantly to Zhou’s son’ oil, real estate,
and investing in Sichuan Trust-Limited Company.

On January 29, regarding the military police investigation,
Xi said, he will shift the power of the military police to the central military commission.
He enforced his controlling power
over the military police force.
The military police was controlled by PLAC in the past,
and the central military commission couldn’t interfere.

Political commentator Lan Shu pointed out when the fifth
generation leaders of the Chinese Communist P arty ( CCP) took power, Xi first took care of Li.
Li’s case was continuation of Bo’s case, thus Xi’s aim was
to target Zhou and other members of the ‘bloody’ group.

Lan Shu: “CCP’s seniors can’t reach agreement on Bo’s case.
Jiang (Zemin) and Zhou pressure other CCP factions to not investigate Bo deeply.
We can see how Beijing's top leaders thought of their way
to escape after three or five years.
So they may reword their stance in dealing with Bo’s case,
if the CCP collapses in the future.
However, this wouldn’t be accepted
by Jiang’s group and Zhou.”

Lan Shu thinks, when during the 18th party congress CCP
said, “don’t take the evil road of changing the flag,” this showed these topics had been discussed for a long time.
However, because of the fifth generation leaders
power infightings, this can’t be accepted.

Lan Shu: “If the CCP changes its name,
CCP victims can’t accuse the CCP as a political group.
Nevertheless, there are some with bloody hands,
who can’t escape.
The corrupted criminals, rapists, Falun Gong persecutors,
organ harvesting criminals, they can’t escape.
So these people are unwilling to change flags.”

Famous civil rights attorney Pu Zhiqiang used his real name
to report on Zhou’s crimes, which drew concerns and support.
Now Pu’s microblog account is deleted. But he is safe, and
feels no pressure, Pu said in an interview with Epoch Times.

Chinese-American sculptor Chen Weiming made known
late last year his open stance against Syria’s dictatorship.
He thinks now in China more and more people
will resist the dictatorship ruling.
That is a good phenomena, however he hopes
more people will come out to support it.

Chen Weiming: “Pu is a hero,
we need more people like Pu.
My Syrian trip made me understand better how to face
suppression and fight it - people have no fear, they go out and fight bravely.
Now, in China more and more civil rights attorneys
are brave, and other Chinese will follow suit.
There will be less fear,
and the foundation of the dictatorship will be shaken.”

Li Xiangyang, China civil rights attorney: “CCP’ inhumane
nature is reflected in Zhou Yongkang and PLAC.
It can be said that Zhou and PLAC represent
the social darkness and the evil.
If CCP’s dictatorship character can’t be changed,
China’s disaster can’t be brought to an end.”

Li Xiangyang said, as a civil rights attorney,
he noticed that Zhou made countless injustices.
These include his involvement in forced demolitions,
stability maintenance, forced abortions, black prisons, and labor camps.
